Ethics

Considering the significance of values and judicial ethics in the functioning of the judiciary,Recognizing that supreme audit institutions (SAIs) worldwide have placed particular emphasis on ethics and the principles guiding the conduct and behavior of their personnel by developing codes and charters at both the national and regional or international levels, with the aim of upholding and safeguarding the independence and impartiality of these institutions while improving the quality of their work;

Acknowledging that the Court of Accounts of the Kingdom of Morocco serves as the supreme audit institution responsible for reinforcing and upholding the principles and values of good governance, transparency, and accountability for entities under its jurisdiction, and given its active participation in regional and international organizations of SAIs, it is convinced that the credibility of financial jurisdictions and the trust of society and institutions in their work stem not only from the competence, loyalty, and integrity of their magistrates in their professional and personal conduct but also from the objectivity, independence, and impartiality of their methodologies and programs;

Considering the requirements of the oath of office, which are prerequisites for obtaining the status of a financial jurisdiction magistrate; And given the necessity of drafting a charter to define the values and principles governing the work of financial jurisdictions, thereby establishing ethical and moral obligations as a reference framework for the professional and personal conduct of magistrates;

Ethical Principles and Obligations for Magistrates of Financial Jurisdictions 

The Judicial Council of Financial Jurisdictions has adopted the “Charter of Ethical Principles and Obligations for Magistrates of Financial Jurisdictions,” which is structured around five fundamental principles:

  • Independence, Objectivity, and Impartiality
  • Integrity, Loyalty, and Honesty
  • Duty of Reserve and Professional Confidentiality
  • Dignity and Responsibility
  • Professional Competence Development
